About the Association

Who we are and how we govern

The Vineyards at Vista San Juan Homeowners Association is a 54-unit common interest community in Montrose, Colorado, made up of townhomes and patio homes and run entirely by the owners who live in it.

The community

Our 54 homes sit in Montrose South, about four blocks east of Townsend Avenue and south of Oak Grove Road. The neighborhood was built in the early 1990s as a mix of townhomes and patio homes with a range of floor plans and price points, but with a consistent exterior character. The covenants help preserve the neighborhood’s residential character and the value of every home.

On behalf of all owners, the Association maintains the HOA landscaping and turf within the common areas — defined in the Declaration as any area outside the two-foot perimeter around the homes. How the Association is governed

Every owner is automatically a member of the Association. Members elect a Board of Directors, and the Board manages the Association’s day-to-day affairs between membership meetings. The Association operates under three layers of authority, in this order of precedence:

  1. Colorado law — primarily the Colorado Common Interest Ownership Act (CCIOA, C.R.S. §38-33.3-101 et seq.) and the transparency and collections requirements added by HB22-1137.
  2. The recorded Declaration of Covenants, Conditions & Restrictions — the document that runs with your land and binds every owner.
  3. The Bylaws, the Articles, and the policies and rules the Board adopts — the Association’s own operating framework. The eight responsible governance policies Colorado law requires were adopted September 15, 2026 and take effect November 1. Five rules documents that would restate the Declaration’s use restrictions in plain language are still drafts, open for owner input; the Declaration provisions behind them remain in full effect.

All of these are posted on the Documents page. The Association is registered annually with the Colorado Division of Real Estate, as required of most Colorado HOAs.

Your Board members are neighbors who volunteer their time. They are elected by the owners, serve terms set out in the Bylaws, and are always glad to hear from you.

Supports the President and presides in the President’s absence; assists with covenant and architectural matters.

Living in Montrose

Around the neighborhood

Montrose sits at roughly 5,800 feet on the western slope, with the Black Canyon of the Gunnison a short drive east and the San Juans rising to the south. Owners arrange their own utilities and services directly with providers — water, sewer, and trash are billed by the City of Montrose, and gas, electricity, internet, and phone are arranged by each owner. The Association does not bill for or coordinate any of them; see what your dues do and do not cover.

Two local links owners tend to want: City of Montrose for permits, city services, and utility signup, and Montrose County for property records, the assessor, and elections.
